Somali pirates - is it time for Special Forces?

The problem is finding them. There is hundreds of miles of coast line and thousands of square miles of ocean. It would take more manpower than we have. The Russians had a novel idea. You could pay for a cruise in the area in a boat that was fully armed. You pay so much per day plus so much for every bullet you fired. Where else can you pay to shoot at people. A travel agency proposed such an idea, I don't know what happened to it.
