Where can I catch a Numel on pokemon diamond?

I heard you could get it in some kind of moutain, like Tank, or something like that. Where is that moutain? Do you need nation dex? And I haven't beaten the elite 4 yet, so what pokemon do you suggest? I have a level 67 Torterra and 64 Staraptor.
